The Housing and Homelessness Service is a very busy environment and faces several challenges to meet the housing needs of citizens of Coventry. The team have grown significantly during the last 12 months and this reflects the fact that Housing & Homelessness are now a key council priority.
The team are responsible for the delivery of the following service functions:
Provision of the statutory homeless service
Provision of temporary accommodation
Management of the housing register
Co-ordination of support to citizens rough sleeping
Commissioning of homeless services, and
Responsibility for housing strategy
The Council has a strategic vision that is clearly set out in both the Housing & Homelessness and the Rough Sleeping Strategies which were both approved in 2019.
By becoming part of an expanding team who are focused on preventing households from becoming homeless as well as providing tailored support and interventions when someone does become homeless this is a fantastic opportunity to make a real difference to some of the most vulnerable people in our city.
What is the job role?
Can you have future-focused conversations with people about the changes they want to make — without falling into the trap of doing it for them?
Coventry is working hard to support people who've experienced to find their own individual route off the street into accommodation. We are looking for an experienced and motivated Stabilisation Centre Navigator to join Coventry’s Rough Sleeping Team and help shape and deliver a new four-bed Stabilisation Centre, as part of our wider work to support people who have rough slept to move away form the street and towards their own settled accommodation.
The Centre will provide short-term accommodation for people experiencing rough sleeping and complex needs, giving them a period of stability while the right services come together around them. Stays will be short — usually just a few weeks — with a clear focus on what needs to change and what will help the person move forward.
This post is exempted under the Rehabilitation of Offenders Act 1974 and as such appointment to this post will be conditional upon the receipt of a satisfactory response to a check of police records via Disclosure and Barring Service (DBS).
All candidates must have the Right to Work in the UK. We are currently not offering sponsorship for this role.
Who are we looking for?
This role is about creating movement, not simply maintaining the status quo. You will need to be able to have purposeful, future-focused conversations with people about their goals and ambitions, helping them identify what they want to change and what they can do to make that happen. You will need to build relationships without becoming the person who does everything for them, and support people to take ownership of their own journey.
You will manage a small caseload and act as a key coordinator around each person, bringing together health, housing, mental health, substance misuse, probation and other professionals. You will lead regular case management meetings, agree clear actions and ensure that professionals follow through on what has been agreed.
We are looking for someone who is naturally curious, solution-focused and skilled at having conversations that create change. You will need to be confident working with people who may have multiple and complex needs, while maintaining a clear focus on their future rather than becoming drawn into crisis management alone.
You don't need to arrive with all the answers. Training and support will be provided in the approaches and tools we use, but we are looking for someone who already has the natural ability to engage people in conversations about change, challenge constructively and encourage people to do things for themselves.
This is a new role and an opportunity to help shape how the Stabilisation Centre works. You will be at the centre of a new approach to supporting people away from rough sleeping — bringing people and services together, creating momentum and helping people take their next steps towards greater stability and longer-term accommodation.
