The Housing and Homelessness Service is a very busy environment  and faces several challenges to meet the housing needs of citizens of Coventry.  The team have grown significantly during the last 12 months and this reflects the fact that Housing & Homelessness are now a key council priority.  

The team are responsible for the delivery of the following service functions: 

  • Provision of the statutory homeless service 

  • Provision of temporary accommodation 

  • Management of the housing register 

  • Co-ordination of support to citizens rough sleeping 

  • Commissioning of homeless services, and  

  • Responsibility for housing strategy  

The Council has a strategic vision that is clearly set out in both the Housing & Homelessness and the Rough Sleeping Strategies which were both approved in 2019. 

By becoming part of an expanding team who are focused on preventing households from becoming homeless as well as providing tailored support and interventions when someone does become homeless this is a fantastic opportunity to make a real difference to some of the most vulnerable people in our city. 

What is the job role?

The senior outreach worker (partnerships) will: 

Support the Accommodation Coordinator with partnerships involving voluntary organisations and community groups, guiding delivery teams and outreach staff addressing rough sleeping. 
 
Coordinate efforts and compile qualitative and quantitative data, sharing insights with leadership while exploring innovative ways to assist individuals. 
 
Engage with people experiencing or with a history of rough sleeping, collaborating with services to enhance access to housing and support. 
 
Assist outreach staff working with individuals transitioning from homelessness to stable accommodation, focusing on long-term housing solutions.

This is a frontline leadership role requiring strong organisational skills, sound professional judgement, and a commitment to improving outcomes for people experiencing homelessness. The role sits within a wider supportive team, providing street outreach and accommodation support.

This post is exempted under the Rehabilitation of Offenders Act 1974 and as such appointment to this post will be conditional upon the receipt of a satisfactory response to a check of police records via Disclosure and Barring Service (DBS).
 

Who are we looking for?

We are seeking a committed and proactive individual with experience of working alongside rough sleepers, non‑UK nationals, or people facing multiple and complex needs. You will bring a calm, solution‑focused approach and the ability to build constructive, trusting relationships with individuals who may have experienced trauma, instability, or exclusion from services.

The ideal candidate will demonstrate strong partnership‑building skills and confidence in coordinating multi‑agency responses, particularly across the Voluntary Sector and Faith Communities. You will be an effective communicator, able to negotiate, influence, and engage with a wide range of stakeholders including housing providers, support agencies, enforcement teams, and community groups.

You will bring the ability to lead on specific projects, support outreach teams, and drive forward innovative approaches that improve access to accommodation and support pathways for those with a history of rough sleeping. With strong ICT skills and an analytical mindset, you will be capable of gathering and interpreting both qualitative and quantitative data to monitor progress and inform service improvement.

Resilience, professionalism, and a commitment to Coventry’s One Coventry values are essential. You will be confident working independently, able to manage challenging situations, and willing to work flexibly to meet the needs of service users and partner organisations.
