About the team we are recruiting to

The Facilities Management Service comprises six diverse and multi-disciplined teams that are responsible for the safe operation, management, maintenance and efficiency of the Council’s property assets.  The teams provide a range of services and support to the Council’s operational, commercial and schools portfolios ensuring the Councils legislative obligations are fulfilled. 

The teams are:

  • Repairs and Maintenance Team
  • Compliance and Surveying Team 
  • Building Cleaning Team 
  • Corporate Property Information Team
  • Energy Management Team  
  • Facilities Management & Site Services Team

The Corporate Property Information Team is responsible for ensuring all property plans and data are accurate and up to date fulfilling the Council’s obligations for reporting, ensuring Council assets are appropriately insured including the monitoring of Business Rates information.  

The function works across the Council with specific detail towards the school portfolio in planning for school place capacity, ensuring compliance with government funding obligations and issuing landlords’ consents.

What is the job role?

We are looking for a School Property Information Officer to join our Corporate Property Information Team. This is a 2 year fixed term contract. 

In this role you will be developing, managing and maintaining the schools building and land information held in in a number of systems including spreadsheets, databases, mapping systems and CAD.  You will be working closely with colleagues within the Facilities Management Team, Education Service and Finance.  You will have good communication skills with an ability to explain complex information to a variety of audiences including school Head Teachers and School Business Managers.  You will be leading on the management of the schools devolved formula capital process and schools capacity assessments. You will have good organisational and analytical skills to manage property and financial information.

The main duties of this role include:

  • Along with the Information Analyst visit schools to confirm building changes and update CAD drawings and datasets for changes.
  • With a high degree of IT skills adapt and update IT systems managing changes and new developments in systems,
  • Assist in policy and procedure creation
  • Organise and plan for the year school property updates to support capacity assessments and provide information for the Education Admissions Team appeals process.
  • Keep up to date with DFE Guidelines and Regulations relating to school land and property and assess impact of change. Implementing changes to working practices where required.
  • Provide support and data analysis for the schools condition surveys and capital programme.
  • Assist in school place planning
  • Pro-active in obtaining school property change information and drive the devolved formula capital process.
  • Developing and improving schools data sets and the management of information and reporting.
  • Lead and project manage the mapping of processes and procedures improving information flow and ensuring these are efficient and kept up to date. 

Who are we looking for?

To be considered the ideal candidate for this role you will have a practical and methodical approach to problem solving and good analytical skills, with the ability to work to high levels of accuracy within strict deadlines.

You will also have experience of developing complex spreadsheets and an understanding of the development of databases including experience of coding.  You will be able to adapt software systems for required change and plan and programme for change.

You will have strong organisational skills and the initiative to prioritise your own workload including directing the work of the Information Analyst.  You must have a flexible approach and be able to take on new tasks or projects, developing and implementing new ways of working.

You will be willing to develop new skills and thrive in a busy environment, maintaining a great attention to detail along with excellent communication skills.  With experience of quality assurance processes to ensure consistent, quality services for customers.
