About the team we are recruiting to

The Revenues Service is a large team of more than 60 people working together to collect £340 million of corporate revenue to help the Council provide vital services to Coventry residents.  From council tax to business rates to invoices for stalls at the Godiva Festival, the team perform a range of roles to ensure we provide excellent services to residents and internal council departments and that ultimately, we maximise the collection of public funds.  The revenue we collect ensures the council can provide services from bin collections to looking after our parks and green spaces to providing the best possible chances in life for our looked after children.  

Our team is uniquely placed within the council as we interact with every one of Coventry’s 140,000 residential properties and 9,000 commercial properties.  Every resident and customer we deal with has a unique set of circumstances - our team challenge those who can pay and don’t pay – applying a range of legal remedies to compel people to pay what they owe.  But the team also listen to and support those who can’t pay and help some of our most vulnerable residents find a way out of debt.

What is the job role?

The successful candidate will be responsible for the development and delivery of an effective training programme within the Revenues service. The primary focus will be Business Rates, however knowledge of Council Tax and Enforcement is a requirement. Other areas of work include:

  • Providing advice / Mentoring support
  • Responding to complaints
  • Deputising for Team Managers
  • Dealing with more complex Business Rates queries 

This post is exempted under the Rehabilitation of Offenders Act 1974 and as such appointment to this post will be conditional upon the receipt of a satisfactory response to a check of police records via Disclosure and Barring Service (DBS).

Who are we looking for?

The ideal candidate will:

  • Be knowledgeable in Business Rates and Council Tax legislation
  • Have a minimum of two years experience working in Business Rates
  • Be confident in presenting, in order to deliver training to new staff and mentor existing staff as required.
  • Be able to review the accuracy and quality of decisions made in respect of accounts, in line with legislation
  • Maintain detailed audit audit records of individual Officers, ensuring relevant issues are fed back to Team Managers in order to contribute to performance review processes
  • Identify areas of improvement and support implementation of agreed solutions
  • Deputise for the team manager in their absence

When applying for this role you will be asked to write a personal statement, when writing your personal statement please include the following:

  • Detail about your extensive knowledge of working in a Business Rates environment, please give examples of what you have done and achieved
  • Experience of interpreting legislation, procedures and case law
  • What Revenues IT systems you have used and have working knowledge of e.g. Academy, Enterprise and general computer packages including Excel, Word, PowerPoint etc.
  • Examples of any training or mentoring that you have provided to colleagues
  • Experience of management responsibilities that you undertaken
  • Details of representing the Local Authority at either Magistrates Court or Valuation Tribunal
