The Employment & Skills Service is part of Coventry City Council.  We work with a range of delivery partners to provide a wide portfolio of top quality support to Coventry residents of all ages who are looking for work.  We work with partners across the city and our Employer Hub actively works with local employers to generate opportunities for local people. 

Our friendly and welcoming Job Shop is situated in Coventry City Centre. We are here to support all Coventry residents to search for employment, training, apprenticeships and work placements.  People can explore a wide range of local vacancies that are updated daily and access training opportunities.  

We also provide ground-breaking specialist support for local residents who face multiple and sometimes complex barriers that make it hard for them to find a job.  The Job Shop and our exciting range of specialist employment support programmes are among the very best support available in the UK 

What is the job role?

Programme Delivery Manager, G10, fixed term until 31st July 2023.

We are seeking a highly experienced manager to make a significant contribution to the Employment and Skills change programme through the leadership of a range of projects across the Employment and Skills team, which includes the work of the Adult Education service.

The person appointed will work with colleagues to manage project and service planning processes and to implement new initiatives, service developments and reconfigurations, and partnership development.  The role will involve leading the performance monitoring, measurement, management and evaluation for a range of programmes and projects.

This work will be in partnership with other City Council teams, including human resources and finance, and will support the delivery of the Council’s Medium-Term Financial Strategy.   

This post is exempted under the Rehabilitation of Offenders Act 1974 and as such appointment to this post will be conditional upon the receipt of a satisfactory response to a check of police records via Disclosure and Barring Service (DBS).
 

Who are we looking for?

Applicants must have recent, relevant and successful experience of managing projects and programmes within the public sector, preferably within an employment, skills or adult education setting. The person appointed will be able to demonstrate how they have made a significant contribution to change programmes and strategies.

They will have a strong understanding of how the acquisition of employability and life skills can raise aspirations and make a difference to people's lives. In addition, they will have an in-depth understanding of the challenges of developing and delivering high quality education and training solutions for local residents along with the skills to plan, manage and develop programmes and projects.

The person appointed will have successful experience of supporting the work of front-line staff, motivating and inspiring teams and/or developing the practice of others.  They will have the ability to communicate effectively to a range of audiences, both verbally and in writing, and build relationships and influence managers and colleagues at all levels.

They will be able to demonstrate their understanding of and commitment to Equality, Diversity and Inclusion and will actively promote a culture of inclusion where all views are valued and taken account of, including those of residents, clients, learners, staff, stakeholders and the City Council. 

The successful candidate will have a good general education to degree or equivalent standard with evidence of continuous professional development.

This is a full-time, fixed term role.
