The Property and Development Service plays the lead role in bringing forward major development and regeneration schemes and generating income and capital receipts for the Council through the strategic management of its land and property assets and a proactive approach to partnering with developers and investors. These schemes and projects play a key role in delivering Council objectives, creating positive change for the benefit of local communities and securing income to fund essential Council services.
Teams within the service work together and in partnership with the private sector and key stakeholders to secure high quality investment in the city and deliver major mixed-use regeneration schemes, such as Friargate and City Centre South, which will create thousands of new homes and jobs for the city.

What is the job role?

We are looking to recruit to two Principal Development Surveyors, these positions are career progression vacancies. Progression to the next grade will be dependent on the performance capabilities and duties relating to Grade 10. The post holder will need to demonstrate they have satisfied the requirements at a Grade 9 and can now demonstrate that they are ready to move into the grade 10 role.
At Grade 9 you will:
- play a lead role in developing and delivering high profile, strategic projects and schemes to regenerate and transform the city
- play a key role in high level negotiations with developers, key investors and other stakeholders to attract high quality investment and new development opportunities in the city
- undertake the necessary professional work associated with site development including: obtaining consents, preparing reports and valuations, marketing, negotiating all conditions of disposal and development, recommending courses of action and financial settlement, negotiating detailed terms and achieving completion of transactions
At Grade 10 you will also:
- develop and lead a strategic programme of disposals and acquisitions to grow income and capital returns for the Council, including the preparation of analysis, options appraisals, valuations, reports and business cases
- provide strategic advice on transactions, investments and disposals to Chief Officers and Members
- deputise for the Head of Development, Disposals and Acquisitions and Strategic Lead – Property and Development in corporate and strategic matters as required
Who are we looking for?
This is an opportunity for an enthusiastic and motivated individual to play a lead role in taking forward high-profile development projects, acquiring sites for investment purposes and undertaking strategic disposals in order to secure financial returns and wider corporate objectives for the City Council. You will need to have excellent negotiating, communication and stakeholder engagement skills and want to take projects from inception to completion. The role could also provide a great development opportunity for the right candidate.
