About the team we are recruiting to
The Transformation Team sits within the Housing and Transformation Division at the heart of the Council. We work with services across the organisation to drive large scale change and establish best practice throughout council services. The Council's Transformation Programme is overseen and supported by our Corporate Leadership Team, ensuring that our work always focuses on the key priorities for our city, having the maximum impact in improving services for the people of Coventry and making best use of the resources available to us.
Our team is made up of Project Professionals, recently trained in APM (Association of Project Management) and we use a range of methodologies including Agile and Waterfall to deliver our programmes and projects.
We enjoy working flexibly, paper-light, with a keen eye for digital solutions and a culture that embraces change and creativity.
What is the job role?
Coventry has been selected to offer Lateral Flow Testing as part of the Government response to COVID-19. Lateral Flow Testing is a test which can detect the COVID-19 virus in asymptomatic people.
Our testing programme is increasing in capacity on a week by week basis with an ambition of administering just under 30,000 tests per week, in the coming weeks. As part of the effort there is a requirement to expand the existing team to resource a further number of test centres across the city.
In order to resource the test centres efficiently, we have recruited a number of roles to support both the Testing Operations (responsible for supporting and recording tests within testing sites) and the Service Operations (responsible for the management and co-ordination of testing sites).
To continue to oversee this high-profile provision, we are looking to recruit a part time Operational Programme Delivery Manager to work in conjunction with our current Programme Managers to further support the Lateral Flow Testing programme.
We are looking for an operational manager who is progressive, flexible and versed in successfully delivering operational programme outcomes at pace, working within a multi-agency environment, playing a key role in delivering an ambitious and evolving programme across the City.
In return, we can offer you an exciting short term contract initially until 31 March 2021 (possibly for 6 months), where you will be working as part of the team to deliver this government initiative and organisational vision for service delivery, driving change and continual improvement, to ensure the achievement of objectives.
We need someone who can start as soon as possible / immediately subject to satisfactory pre employment checks.
Who are we looking for?
We are looking for someone who can work under pressure, think on their feet and has good organisational and interpersonal skills. This is a pivotal role in the project delivery, as well as having operational management responsibilities.
You will provide direction and leadership and be the key link between Public Health, the Transformation function and the wider organisation and engage and work with colleagues from a range of backgrounds to ensure delivery of a programme of work across a diverse service area and key stakeholders.
You will need to be a solid communicator across all levels of an organisation with the ability to build and maintain critical working relationships at all levels and able to challenge assumptions.
You will have proven negotiating skills and have the ability to design, implement and support organisational arrangements that facilitate the delivery of values and goals and promote customer focused solutions.
This is a part time fixed term contract (initially until 31/3/21) – 18.5 hours per week. Whilst this role can be flexible in its delivery and your approach, this role be required to cover across the 7-day calendar week in conjunction with the other programme managers to allow continued support across our test sites and as such will require some weekend working.
Should you wish to have an informal conversation to find out more about this role, please contact Michelle McGinty on Tel: 024 7697 1409 / 07739 624203.
Interview date: 9th or 15th February.
Please note, this vacancy may close early once a sufficient number of application forms have been received.
To apply, please complete the relevant detail on the application form and complete the personal statement to demonstrate how you meet the above criteria.
