What is the job role?

The job role involves working closely with the Highways Operations and Development Manager to oversee and support the Highways Operations Delivery Team. This includes managing a team of Highways Operations Supervisors and coordinating their activities. The focus of the role is to provide a high-quality, customer-focused, and responsive service in Highways Operations. This involves allocating resources effectively, both in terms of personnel and equipment, to ensure efficient use of available funding.

Who are we looking for?

We are looking for a highly knowledgeable and skilled individual with experience in highways maintenance engineering and the management and maintenance of the highways network. The ideal candidate should have a detailed knowledge of resource management practice and techniques, as well as knowledge of performance management tools and frameworks. They should also be familiar with procurement processes in local authorities and have knowledge of quality standards and Health and Safety practices.

In addition to their technical knowledge, the candidate should possess excellent verbal and written communication and presentation skills, along with good people management and interpersonal skills. They should also have a high level of project management skills and be proficient in the use of various IT software packages associated with Highways Maintenance.

The candidate should be able to negotiate, influence, and work successfully with contractual partners, and have an innovative and adaptable approach to solution finding. They should have experience in implementing and monitoring projects, including financial management, and have experience in managing a large team of people. Previous experience in resource management within the highways maintenance sector and working in a team environment, but under their own initiative, is also required.

Experience in working with highways contractors and consultants, as well as suitable experience of working with or for a Local Authority in the highways maintenance sector, is highly desirable. The candidate should also have experience in managing contracts and performance against contracts.

A BEng in Civil Engineering or equivalent qualification, along with membership in the Institute of Civil Engineers or equivalent professional qualification is preferred, but substantial experience in highways maintenance sector management is essential.
