Help shape the future of Adult Social Care in Coventry. We are looking for an exceptional leader to join our Adult Social Care Management Team as our Head of Adult Social Care Commissioning.
This is a pivotal role at the heart of the Council's drive to continually improve Adult Social Care for the people of Coventry. As a member of our Senior Management Team, you will lead the strategic commissioning, market development and assurance functions across adult social care, ensuring high-quality, sustainable services that enable residents to live independent and fulfilling lives as well as making a leadership contribution to the entire Adult Social Care service and City Council as a whole.
Working across organisational boundaries, you will lead commissioning arrangements with health and care partners, providers, residents, unpaid carers and community organisations. You will drive innovation, strengthen our care market, improve quality and consistency of experience and oversee significant commissioned services and ensure the Council continues to meet its responsibilities under the Care Act and wider legislation.

You will:
- Provide strategic leadership for Adult Social Care commissioning, market shaping, procurement and assurance.
- Lead the development and delivery of commissioning strategies that improve outcomes for residents and unpaid carers.
- Build strong partnerships across health, care and voluntary sector organisations to deliver integrated and innovative services.
- Use insight, performance information, resident voice and assurance activity to inform decision-making and drive continuous improvement.
- Lead market development activities to ensure a diverse, sustainable and high-quality provider market.
- Ensure compliance with statutory requirements, governance arrangements and regulatory expectations.
- Committed to diversity and inclusion to ensure we are able to meet the diverse requirements of our population.
- Champion co-production and strengths-based approaches, ensuring residents' experiences influence service design and delivery.
- Support organisational priorities as part of Coventry City Council's senior leadership team.
About You
We are seeking an accomplished senior leader with significant experience of commissioning within Adult Social Care, health or a related public sector environment.
You will bring:
- Extensive knowledge of Adult Social Care commissioning, the Care Act, procurement and safeguarding frameworks.
- A strong track record of developing and delivering commissioning strategies that achieve measurable improvements in outcomes.
- Experience of leading large-scale partnerships and influencing senior stakeholders across complex systems.
- The ability to translate strategy into delivery whilst managing significant budgets and resources.
- Experience of market shaping, service improvement, assurance and performance management.
- A commitment to co-production, inclusion and ensuring residents remain at the heart of decision-making.
- Outstanding leadership, communication and negotiation skills.
