About the team we are recruiting to

The Property Licensing Team and Housing Enforcement Team is a frontline team within Regulatory Services. The work of the team is wide ranging and includes:

  • Statutory obligations of enforcing housing conditions in all privately rented properties across the City
  • Delivering and enforcing Mandatory and Additional licensing of HMOs.
  • Tenancy relations dealing with illegal eviction and harassment in all privately rented properties.
  • Partnership working with internal and external agencies to improve privately rented properties and HMOs.
  • Educating and advising Landlords and Managing Agents.

The common theme throughout these activities is to drive up standards of management and improve conditions to benefit the health, safety and welfare of residents living in privately rented properties in Coventry.

The team operates from One Friargate combined with home working and is responsible for: -

  • Responding to Service Requests in relation to poor housing conditions, irresponsible management practices and issues relating to the potential harassment and or illegal eviction of tenants.
  • Carrying out reactive and proactive inspections to identify poor housing conditions and to encourage owners to improve minimum standards by engaging, explaining and enforcing.
  • Delivering and enforcing statutory powers under:
    • The Housing Act 2004,
    • The Housing and Planning Act 2016, 
    • The Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020,
    • The Energy Efficiency (Private Rented Property) (England and Wales) Regulations 2015 (also known as the Minimum Energy Efficiency Standards (MEES)),
    • The Tenant Fees Act 2019 and
    • The Mobile Homes (requirement for Manager of a Site to be Fit and Proper Person) (England) Regulations 2020.
  • Improving management practices in rented properties.
  • Assessing accommodation for temporary housing and homelessness purposes;
  • Partnership working with internal and external agencies to improve rented properties.
  • Educating and advising Landlords and Managing Agents.
  • Licensing and inspection of caravan sites.
  • Bringing Empty Dwellings back into use.
  • Using a range of data sources to assist in delivering the above services and targeted enforcement across the whole of Property Licensing and Housing Enforcement including HMOs.

We have 2 posts one permanent and one fixed-term contract ending 31 March 2025.

What is the job role?

As an Environmental Health Officer working in the Housing Enforcement Team you will be responsible for delivering proactive and reactive services to tenants and residents in the private rented sector.

This role offers an opportunity to work in a busy high-profile environment and specifically we would like our Environmental Health Officers to have experience in dealing with the inspection and enforcement of housing legislation.

You will need to understand the key requirements of the Housing Act 2004 and associated legislation, procedures for completing HHSRS inspections and enforcing standards in the private rented sector.

Who are we looking for?

You will need to be a qualified Environmental Health Officer who has completed their degree and is ideally EHORB registered.

Understanding the key principles of HHSRS and being able to put that into practice in relation to privately rented accommodation is a vital part of this role and having the ability to record and provide information with accuracy is a distinct advantage.
