The Commissioning and Partnership Service ensures that good quality, value-for-money services are in place for children and families that meet their needs wherever possible close to home, school, family and friends. The service leads on the development of strong and effective partnership working across agencies, working collaboratively with the health sector and with other Children’s Services and Trusts across the region.
What is the job role?
An exciting opportunity has arisen to join Children's Commissioning as Team Manager, supervising the team of Commissioning Officers and Contract Officers.
Responsible for commissioning and quality assurance monitoring of services for some of our most vulnerable children and young people in the city, including children who are looked after, young carers and young people making a transition to independent living etc.
You will have a lead role in developing our sufficiency of placements from external providers, working with colleagues both internally and regionally to deliver our Sufficiency Strategy priorities, engaging with the market to build good relationships with providers to get the best opportunities for our children and young people.
You will manage the Contract Officers to lead on quality assurance of the contracts you are responsible for, in particular implementing our robust QA monitoring processes for children's placements and supported accommodation, regularly reporting on outcomes to senior managers.
Responsible for support to and development of your team; responsible for the effective management of the contracts budget for those services you directly commission to ensure value for money and cost effective services.
This post is exempted under the Rehabilitation of Offenders Act 1974 and as such appointment to this post will be conditional upon the receipt of a satisfactory response to a check of police records via Disclosure and Barring Service (DBS).
Who are we looking for?
You will need to have experience of Commissioning services for vulnerable people, preferably children and young people.
Knowledge of policy and legislation related to Children's Services, particularly an understanding of requirements around children's placements and supported accommodation.
Commitment to engagement and consultation with children and young people and to equality, diversity and inclusion are important.
Ability to effectively lead a team of staff to deliver expected outcomes; ability to lead complex projects, negotiate with providers and effectively manage cost and quality is essential.
Ability to build effective positive relationships with a range of stakeholders but able to challenge where required.
